With what’s going on up north right now, we can see that the acting authority will try to maintain control all the way up to and past any SHTF event.
The concept that those who are in power will either relinquish that power when it overreaches or abandon it when an emergency turns into SHTF is becoming less likely according to the events up north right now. The ones who are in charge of enforcing this power may not agree with their orders but many factors have to be in place before that post is abandoned or those orders are denied. When it comes to prepping for emergency situations, you have to assume the authority will be an obstacle for quite awhile during your survival.
